Humanitarian Emergency Assistance and Recovery for Self-Reliance
Humanitarian Emergency Assistance and Recovery for Self-Reliance
JASMAR Human Security Organization, in partnership with the Danish Refugee Council (DRC), implemented the project “Humanitarian Emergency Assistance and Recovery for Targeted Self-Reliance: Supporting Vulnerable Populations in Conflict-Affected Sudan” in White Nile State from 1 August 2025 to 30 May 2026. The project focused on delivering Explosive Ordnance Risk Education (EORE) and strengthening the capacity of conflict-affected communities to recognize, avoid, and report explosive ordnance hazards.
Humanitarian Response
The armed conflict in Sudan, particularly in Khartoum and other affected areas, forced large numbers of people to relocate to different parts of the country. By February 2024, White Nile State had received more than 500,000 displaced people. As people moved to new locations and potentially prepared to return to areas contaminated by explosive ordnance, the need for life-saving risk education became increasingly urgent, particularly among IDPs, refugees, returnees, host communities, and humanitarian workers. In response, the project focused on improving knowledge of explosive ordnance risks, promoting safe behaviours, and strengthening mechanisms for reporting hazardous areas and suspicious items.
Project Objective
The project aimed to reduce injuries and fatalities caused by explosive ordnance through Explosive Ordnance Risk Education (EORE). It sought to strengthen the knowledge of women, men, girls, and boys on how to recognize suspicious items, avoid exposure to hazards, and respond safely when encountering potential explosive ordnance. The project also aimed to build the capacity of community volunteers and local communities to disseminate safety messages, report hazards, and strengthen referral and coordination mechanisms with relevant authorities.
Key Achievements
- Reached 32,739 individuals with life-saving explosive ordnance safety messages, including 7,078 women, 3,769 men, 11,640 girls, and 10,252 boys.
- Delivered direct EORE sessions, organized community awareness campaigns, trained volunteers in Community-Based Explosive Ordnance Risk Education (CB-EORE), and distributed Information, Education and Communication (IEC) materials.
- Conducted awareness activities in Kosti, Al-Jabalain, Tendelti, Um Remta, and other targeted areas across White Nile State, in coordination with local authorities, community leaders, and humanitarian partners.
- Received 13 hazardous area (HA) reports and supported Non-Technical Survey activities and the collection of Information Management System for Mine Action (IMSMA)-related information, strengthening community reporting and referral mechanisms.
Impact on Beneficiaries
The project enhanced awareness of explosive ordnance risks among conflict-affected communities and improved their ability to recognize suspicious items, avoid handling them, and report hazards through appropriate channels. Pre- and post-session evaluations demonstrated improvements in participants’ understanding of explosive ordnance risks, recognition of warning signs, and knowledge of safe response actions. In addition, baseline and endline Knowledge, Attitudes, Behaviours and Practices (KABP) surveys indicated improvements in knowledge, positive attitudes, and safe practices, including avoiding hazardous areas and reporting suspicious items. Community volunteers and beneficiaries also helped disseminate safety messages among families, neighbours, and children, strengthening community ownership of risk reduction efforts and supporting safer access to essential services, education, and livelihood opportunities.
